Google has recently introduced a new system to its Google Webmaster Tools panel, which allows you to see whether or not you have been flagged for using SEO techniques which are considered to be outside of Google's guidelines. One of the thinks that this system gives you is an unnatural links warning. If Google thinks that you have an unnatural link profile, you will be warned and told to remove the links if possible.
Google does forbid getting lots of spam links back to your website. If they believe you have done this, they might send you an unnatural link warning in your Google webmaster area. You will probably also notice a big drop in your natural search engine traffic from this source.
If you own the blog network that your unnatural links are on, or control the social media profiles, then you will be able to get most of the links removed quite quickly.
If the links are on sites that belong to another webmaster, it might take more work. Contact those webmasters, and save copies of your emails. You will need to show Google those mails if the webmasters do not respond, or if they refuse to remove your links.
Or, if you cannot arrange for them to be removed, simply making a list of the dodgy links and contacting Google to tell them that you want to disavow those links. Google understands that webmasters do not have control over which sites link to them, and they will work with you to clean up your link profile.
If you cannot remove all of the links that have been flagged as unnatural, then you can disavow those links. This means that the links will not be considered by Google's algorithm. You won't get any benefit from the links, but you won't get any penalties either. Once you have disavowed the bad links, you can submit a reconsideration request, and hopefully have your site reappear in a good position in the search results.
